C. Establishment of the Headquarters for Earthquake Surveillance and Research
a. The Headquarters plan the comprehensive and basic policies concerning observation, measurement, surveillance and research, and coordinates the functions of the administrative organs concerned, such as the survey and research budget.
b. The Commissioner of the Agency of Science and Technology shall nominate the Chief of the Headquarters.
